One standalone popup, open at a coordinate (U14).

MapLibre’s display-a-popup: a popup with no layer under it and no pin above it. A marker with its pin hidden is NOT the same thing — a marker’s popup opens on click, so a pinless marker would be content nobody can open. This construct is open from load and closes like any MapLibre popup.

content is the same structured popup vocabulary layer and marker popups use, rendered through the same PopupBuilder(policy) trust gate — there is no feature, so property: lookups resolve empty and str: carries the text. Export class: no-export (a popup is DOM, not cartography).
